If no DHCP Server can be reached to obtain an IP-Address, Windows Vista will select one from the pool reserved for Microsoft. This IP-Address pool ranges from 169.254.0.1 to 169.254.255.254. No DNS, WINS, or Standardgateway will be assigned since this method was designed for small networks.
To disable APIPA open the Registry and go to
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\Tcpip\Parameters
and create a key called IPAutoconfigurationEnabled and set it to 0.

A module embedded in the mainboard of most notebooks and some desktop PCs. Version 1.2 of this module is needed to use the BitLocker Drive Encryption that comes with Windows Vista & 7. Vista needs SP1 to encrypt non-system volumes. The use of BitLocker on a TPM version lower than 1.2 requires the BIOS to be able to boot from USB before the OS is loaded.
